Personal injury advertising in Houston: every channel compared

Published Oct 20, 2026 · By Pumpjack Media Research

Short answerHouston personal injury firms usually combine three kinds of media: demand capture (Google search and Local Services Ads), mass reach (broadcast TV, streaming TV and radio) and local, repeated presence (billboards and place-based screens). Search reaches people already looking for a lawyer but costs about $90 a click for top Houston injury terms; out-of-home and place-based media cost far less per impression and build the name recognition that makes every other channel work better.

The short version

No single channel does the whole job. A firm that only buys search competes on price with every other firm at the moment of need. A firm that only buys TV is one of dozens of lawyer ads in the same commercial breaks. The firms that are known in their part of town usually run a mix, and they plan it by what each dollar buys: a click, a few seconds of attention, or repeated exposure in the places their future clients spend time.

Demand capture: search and Local Services Ads

Search is where people type "car accident lawyer near me." It is also the most expensive placement in advertising: Ahrefs lists Houston injury terms at about $90 a click, and the legal industry's average cost per click is about $9.87.[2][1] Google's Local Services Ads are sold per lead instead of per click. Either way, you are bidding against every other firm at the same moment, which is why firms with stronger name recognition tend to win more of the clicks they pay for.

Mass reach: broadcast TV, streaming and radio

TV builds a name fast, and legal services is one of its largest categories: about 45,000 lawyer ads aired a day in 2023.[5] That volume is also the problem: in many markets, a firm's spot runs next to its competitors'. Streaming TV adds targeting, but measurement firms report that a meaningful share of CTV impressions are invalid or counted when the TV is off.[6][7] Radio reaches commuters at drive time at a lower cost, without the picture.

Local presence: billboards and place-based media

Out-of-home is the cheapest impression on paper, and legal services was the largest out-of-home category by spend in 2025, up 21% year over year.[12] A billboard buys a glance from a moving car: in federal eye-tracking research, glances at roadside digital signs rarely lasted more than one second.[10] Place-based media (screens, door graphics, restroom panels and counter displays inside the places people visit) buys minutes instead of seconds, with the person out of the car and up close. Why Houston is different

  • It is a driving market. Harris County has 3.5 million registered vehicles and 69.4 million vehicle miles a day.[13] 70.3% of commuters drive alone, with a 29-minute average commute.[14]
  • Crash volume is high. Harris County recorded 107,472 crashes in 2025, with 503 deaths and 2,630 suspected serious injuries.[15]
  • It is big. A countywide buy spreads a budget thin. Planning by commuter corridor or zone (Katy, Cypress, Greenspoint–Conroe, Inner Loop, Alief–Sugar Land, Pasadena–Baytown, Pearland–Alvin) concentrates frequency where a firm's offices and clients are.
  • It is bilingual. Spanish-language creative widens reach; under Texas rules, any required statement must appear in each language used in the ad.[16]

Compliance applies to every channel

Whatever you buy, the same Texas rules apply. An advertisement must name a lawyer responsible for its content and that lawyer's primary practice location (Rule 7.02).[17] Unless an exemption applies, it must be filed with the State Bar's Advertising Review Committee no later than 10 days after it first runs, and you can ask for pre-approval at least 30 days before (Rule 7.04).[19] Paying non-lawyers to solicit or refer clients is prohibited (Rule 7.03), while reasonable advertising fees are expressly allowed.[18] See our plain-English guide to Texas lawyer advertising rules.

How to build a mix

  1. Fund demand capture first so you show up when people search.
  2. Add one reach channel and one local channel in the zones where your offices are, rather than thin coverage everywhere.
  3. Give every channel its own phone number and web address so you can see what each one contributes.
  4. Review quarterly against cost per call and signed-case cost from your intake records, not impressions alone.

Frequently asked questions

What is the most cost-effective way to advertise a personal injury firm in Houston?

It depends on the job. Search and Local Services Ads reach people already looking for a lawyer but cost the most per contact. Billboards and place-based screens cost the least per impression and build the name recognition that improves every other channel. Most established firms combine both.

How much does a Google click cost for Houston injury lawyers?

Published keyword data puts "car accident lawyer houston" at about $90 per click (Ahrefs, Sept 2026), against a legal-industry average of about $9.87 per click (LocaliQ, 2026).

What is place-based advertising?

Advertising inside the places people visit during their day: video screens, door graphics, restroom panels and counter displays. People see it out of the car, up close, for minutes rather than seconds.

Do Texas lawyer advertising rules apply to billboards and screens?

Yes. Ads must name a responsible lawyer and that lawyer's primary practice location (Rule 7.02) and, unless exempt, be filed with the State Bar Advertising Review Committee within 10 days of first running (Rule 7.04). This is general information, not legal advice.
